乏技能培训。近两年，农村劳动力技能培训已列入各级政府考核内容， 在政府的大力推进下，已取得较明显的实际效果，如农民的转移速度 加快、农民收入显著增加。但农村劳动力技能培训还存在：内容针对 性不强、存在“两头热”、“中间冷”的现象。 本文根据当前余姚市农村劳动力技能培训工作现状在观念、机 制、内容、方式等方面提出了进一步做好这项工作的对策建议。一是 切实转变政府、农村劳动力和用人单位的观念；二是建立农村劳动力 培训工作联席会议制度统筹协调培训工作，充分发挥职业技术学校的 主渠道作用；三是从供需双方的实际需求出发选择培训内容；四是分 类实施灵活多样的培训方式：如订单培训、菜单培训、定向培训、创 业培训等。做好农村劳动力技能培训是一项任重而道远的工作。 关键词：农村劳动力 技能培训 Abstract The labor force of rural area transferring towards non-farming industry and towns is an important way to construct modern agriculture and resolve the problems with Three Rs: Rural economy, rural development and rural demography. But the labor force’s poor qualities and lacking of technical ability affect its transfer. With joining the WTO and the globalization of economic, the basic qualities of the human resource have become a key and essential factor that if our country could contend for an initiative in the new condition of international division of 5 labor. Currently in the quite developed areas, the problem that it ’s difficult to recruit a talent who has technical ability have been revealed. But on the other hand, great deal of labor force with poor qualities has little chance to obtain employment. All of this has indicated that to improve the labor force’s technical ability has become an important and urgent thing. This inquisition takes the labor force of Yuyao’s rural area as an obj ect by the method of questionnaire and interview.
