摘 要 政府行政体制改革的核心环节就是转变政府职能，厘清政府、市场、社会三 者的界限，解决长期存在的政府缺位、错位、越位等问题。行业协会是一种介 于政府与企业之间，商品生产者与经营者之间的社会中介组织，在转变政府 职能过程中起着举足轻重的作用。如何更好地发挥行业协会在构建社会主义和谐 社会和完善市场经济体制中的作用，政府与行业协会的互动关系是一个绕不开的 问题。两者的互动关系现在是什么样？应该是什么样？ 本文选取广东省 W 行业协会作为切入点，采用实地研究方法来研究行业协 会与政府互动关系。首先，本文对现有的中国行业协会与政府互动关系的类型进 行了梳理。然后，在文献研究和深度访谈的基础上，对广东省 W 行业协会和政 府的互动关系进行分析。通过理论分析和实证研究，本文认为行业协会与政府现 有的互动关系中存在以下几个问题：一是职能转移和购买服务进展缓慢；二是直 接参政议政渠道不畅；三是法律制度缺失与欠落实。最后，基于存在的问题，笔 者从公共管理的视角出发，提出了相应对策。 关键词： 行业协会 政府 互动关系 I Abstract The core part of administrative system reform is to transform the function of government, to clarify the boundaries between government, market, and society and to solve the problem of misplace, offside and lack of governmental function, which has existed for a long time. Intermediary organizations play an important part in transforming the governmental function, as the organizations between the government and enterprises, commodity producers and operators. The relationship between government and industry associations is a question which we have to face about how to make the industry associations better play its role in building a harmonious society and improving market economy system. What about their interaction now and what should it be? This paper selects W association in Guangdong Province as point of penetration, studying the interaction between industry associations and government based on field research methods. This paper combs the existing type of interaction between industry associations and the government .
