中文摘要 目前，我国正处于转型时期，整个社会的诚信缺失现象呈现出比较严重的态 势，已经对我国的经济建设和民主建设造成严重影响。社会各界呼吁共同构建社 会诚信体系。政府诚信作为社会诚信体系的核心和基础，对社会诚信具有表率和 示范作用。在政府庞大体系中，基层政府机构数和基层公务员数量占了90% 以上， 政府职能更多的是通过基层政府来实现，而且基层政府更为直接的面对群众，因 此基层政府诚信建设就显得尤为重要。因此，本文选取基层政府诚信作为研究对 象，通过实证调研来提出基层政府诚信建设的建议来提高政府诚信水平。 在借鉴前人政府诚信相关资料研究的基础上，本文对基层政府诚信概念和内 涵作了进一步的界定，并分析了基层政府诚信的最主要表现形式。并根据具体表 现形式设计问卷调查，问卷主要从政府诚实品德、政府公开透明、政府实事求是、 政府公务员行政人格和政府依法行政和责任五大方面进行设计，通过问卷分析得 出基层政府诚信现状并进行分析。最后根据问卷调查的结果提出建设基层政府诚 信的建议对策，希望能对以后政府诚信起到一些贡献。 关键词：诚信 基层政府 诚信建设 I Abstract At present, China is in a transition period, lacking of integrity in our society takes on more and more seriously, which has a serious impact on the construction of economic and the building of democracy. All walks of the society call for together building the system of society integrity. The government integrity lies in the core and foundation of the social integrity system, plays an exemplary role in the society. In the huge government system, local government takes up more than 90 percent of all. The function of the government has more or less relation with local government, which directly faces with the masses. So the construction of local government integrity is particularly important. Therefore, we select the local government integrity as study object, then takes some proposals to improve the integrity of the local government through the empirical research. First of all, after reach the concept and the content of local government integrity through the precious research , we design questionnaires from the specific forms. The design of the questionnaire accords to the specific forms ,which includes the government honest and moral, the government open and the transparent, the
