摘 要 城中村改造的实质是各方的利益分配问题。各方利益协调和分配的结果形成了城中村 改造的具体模式和政策。其中各方利益争夺的焦点是城中村改造中的拆迁补偿安置问题： 村民希望从改造中获取补偿，政府希望从改造中获益，开发商希望通过参与改造获取利润。 参与改造的三方如何在拆迁补偿安置中实现彼此利益的协调，是城中村改造中最核心的问 题。因此，拆迁补偿安置问题是城中村改造的核心问题。 本研究以广州市首个全面启动改造的猎德城中村的拆迁补偿安置作为研究对象，首先 通过实地观察和深入访谈的方法调查了解猎德村拆迁补偿安置资金的来源和拆迁补偿安 置的支付两个方面，并在此基础上从利益分析的角度对猎德城中村拆迁补偿安置模式进行 分析，探析猎德城中村拆迁补偿安置模式确立的原因以及猎德拆迁补偿安置模式所要针对 和解决的问题。其次，对猎德城中村拆迁补偿安置模式进行评价，深入探讨猎德城中村拆 迁补偿安置模式存在哪些可取之处和不足。最后，结合猎德村拆迁补偿安置的得失以及国 内学者研究的现状，提出如何建立城中村拆迁补偿安置的合理模式的建议并分析公共政策 在城中村拆迁补偿安置中应该发挥怎样的作用，希望为国内其他城中村改造特别是其中的 拆迁补偿安置提供一定的借鉴和参考。 关键词：城中村改造；猎德村；拆迁补偿安置模式 I Abstract The key issue of the villages in city (VIC) reforms is the problem of interest distribution, and the specific patterns and policies of VIC reforms form as a result of the coordination and distribution of interests of all parties. The focus of distribution of interest is compensation and resettlement problems: the villagers hope to receive as more compensation as possible from the VIC reform, the government to benefit from VIC reform, and developers to gain profits through participation in the VIC reform. It is a core problem how the three parties which participate in the VIC reform realize the coordination of interests of all parties through the compensation and resettlement of the VIC reform. This paper takes as its research object the compensation and resettlement of LieDe VIC reform that is the first comprehensive renovation in Guangzhou. Firstly, it mainly investigates how the LieDe VIC reform get the money and pay them in the mode of compensation and resettlement, and on the basis of this investigation, it analyses the mode of compensation and resettlement of LieDe VIC reform, including analyzing the causes
