摘 要 我国普通高校校长实行政府任命制，这种制度体现并加剧了高等教育行政化的倾 向，制约着高等教育的发展。华侨高校的董事会虽有推举校长之权利，但在校长遴选实 际操作中，却与其他普通高校并无本质区别。高校校长遴选制度改革涉及面广、影响深 远，存在多层次动力和阻力，宜采用“先试点再推开”的渐进式改革方法，选择恰当的 试点单位成为关键。 本文综合采用文献法、历史法和个案法，从高校校长遴选主体、遴选标准、遴选程 序和遴选范围等几个方面，探索近代以来我国高校校长遴选制度发展历史的规律性；比 较研究美国、台湾和香港高校校长遴选制度的经验与教训，探索华侨高校校长遴选制度 改革可资借鉴之处。本文从高校的外部环境、高校组织本身、高校内部各利益主体三个 层次上，研究高校校长遴选制度改革的动力和阻力，为华侨高校实施校长遴选制度改革 理清思路。本文还从学生来源、文化背景、办学方针、培养目标、管理体制等方面研究 华侨高校的特殊性，论证华侨高校率先实行校长遴选制度改革的可行性。在此基础上， 对华侨高校实施校长遴选制度改革提出几点建议。 关键词：华侨高校；校长遴选；改革 I ABSTRACT ABSTRACT AABBSSTTRRAACCTT A president of college and university is always appointed by the government in China.This system is a reflection of the administrative tendency in higher education area and the system is exacerbating the tendency.Thereby the system is restricting the development of higher education of our country. Although the board of directors of overseas Chinese universities have the right to advise on the president selection there is no fundamental difference between overseas Chinese universities and others in actual operation. Reform of the selection system has relation with wide range and has far-reaching influence. The reform would be confronted with multi-level power and resistance and the gradual reformational method of first experiment, then spread should be adopted. So it is very important to select a appropriateunit for the experiment because it is the key of the reform success. A combination research method of literature, history and case study is adopted in this article.The historical development of law of selection system is explored from several aspects of the main body ,criteria, procedures and scope of the selection in modern times.In this article the use for reference is explored for overseas Ch
