摘要 本文以广州市三个社区的公共服务现状为研究对象，采用实证的方法研究社 区公共服务供给问题。在深度访谈和问卷调查的基础上，本文以社区公共服务供 需理论为工具，探讨城市社区公共服务有效供给问题及其原因。通过对广州市三 个社区的实证调查，发现城市社区公共服务供给存在的主要问题是社区公共服务 供需不平衡，供给资金短缺、供给方式单一，服务专业化水平低。分析其中存在 问题的原因主要还是在于当前不适应社区发展的行政管理模式、落后的法律法规 以及制度缺陷。在借鉴国外社区公共服务供给经验础上，立足于我国实际国情， 提出改进我国城市社区公共服务供给的途径在于提高城市社区居民参与意识、理 顺社区服务供给各主体关系、提高社区服务队伍的专业化水平、促进非营利性组 织的发展、建立城市社区公共服务考核评价体系。 关键词：社区服务 居民需求 公共服务供给 I Abstract Abstract AAbbssttrraacctt This paper focuses on the status quo of community public services in three communities in Guangzhou, and the issues of community public services supply is studied by empirical method. On the basis of in-depth interviews and questionnaire survey, and by using the theory of supply and demand in community public services as its tool, it explores the existing problems of urban community public services and their causes. Through empirical investigation of three communities in Guangzhou, it finds that the main problems of community public services supply are imbalance between supply and demand, shortage of funds in provision and of supply method, and low professional level of service. The main causes of the problem are the current administration model which is not suited to community development, backward laws and regulations as well as system defects. Learning from the experience of foreign community public service supply, also based on the actual conditions in China, it suggests that the way of improving the supply of community public service lies in encouraging the participating awareness of residents in urban communities, streamlining the main relations in community services supply, enhancing the level of specialization, promoting thedevelopment of non-profit organization and establishing theevaluation system ofpublic servicesin urban communities.
