ABSTRACT With the advent of risk society, the crisis as the main forms of risk had a tremendous impact to human life and production. How to govern the disastrous crisis effectively, as governments around the world are concerned about the issue. China has entered a crisis-prone period , the frequent occurrence of disasters raise a serious challenge for governments crisis management ability. The importance in the participation of NGOs have been widely recongnized in disastrous crisis management. And the coordination problems between the government and the NGOs were apparent become the important factors in improving the ability of the government in crisis management. Resolve the function coordination of government and NGO in disastrous crisis management is an important way to enhance the ability of the government crisis management. Disastrous crisis management must be government-led because of the special nature of governance.
