摘 要 为了建立一支高效、精干的管理干部队伍,我国初步确立了以教 育职员制度为核心的高校干部队伍建设的方向,教育部 1999 年出台 了教育职员制暂行规定,并安排五所高校试点。由于我国高校管理人 员长期采用的是国家公务人员管理方式,待遇以行政级别确定,而职 员制度是一项新的管理制度,无任何经验可以借鉴,实际推行中确实 遇到不少问题。本论文以我国高校教育职员的定位为中心,从两个方 面对其中突出的问题进行探讨:其一,从观念层面继续深入探讨实行 教育职员制度的重要意义,为高校的组织人事管理注入“人员分类管 理”、“专业化发展”等新的理念,积极争取各级领导对实行教育职员 制度改革的支持。其二,从操作层面上探讨教育职员制改革的实际困 难,提出学习公务员制度中有关的职位管理技术,对教育职员进行科 学地职位分类,逐步建立相关的技术性操作指导,力争解决教育职员 制试行中的实际问题。最后,本论文对继续推进我国高校教育职员制 改革提出了两点建议:①继续深入研究教育职员制相关问题,充分宣 传实施教育职员制的意义,转变各级领导干部对干部管理机制的认 识;②通过学习公务员制度、现代人力资源管理技术尽快出台职位分 类的操作指导。 关键词:高校干部 教育职员 2 An Exploration of the System of Educational Administrative Staff in Universities Abstract For establishing an efficient manager team in universities, Chinese government decides to reform the old human resources management system into the new system of educational administrative staff. The ministry of education arranges five universities as experimental unit in 1999. When carrying out the new policy, these universities find quite a few problems that the policy can’t solve. This thesis aims to study these problems from two aspects. Firstly, from the idealistic aspect, this thesis discusses the meaning of carrying out the system of educational administrative staff thoroughly. During the study, some new idea will be introduced such as arranging the staff in classes or categories, the act of specializing or the process of becoming specialized, and so on. So those leaders of the universities would be concerned with the reform more actively. Secondly, from the operational aspect, this thesis discusses the problems found in carrying out the reform. During the study, some new measures will be introduced such as job analysis, job evaluation, and so
