Discussion on Evaluation of Rural Biogas Service System in China / LIU Qi-ming ，FENG Long-yang / (College of

Abstract :The purpose of this paper is to explore the effective methods to evaluate the effectiveness of rural biogas service
system in China． Based on the public products theory ，an evaluation framework composing of effectiveness ，fairness ，ade-
quacy ，timeliness and satisfaction were structured ，which reflect the balance of efficiency and fairness． The effectiveness of
this framework is proved by successfully applying it to evaluate a specific biogas service system in a county． In order to pro-
mote the sustainability of biogas service development ，principles were put forward which were insisting on the concept of
service-oriented government ，taking demands of user as guidance and highlight the user ’s voice．
