摘 要 在全球化的今天,文化可以达到经济与政治手段无法达到的目的,并作为一 种外交手段被各国所重视与采用。究其根本,皆因文化外交具有隐蔽性、长期性与 渗透性的特点,既能够影响一国民众的思想价值观,也能促进一国经济与政治的发 展。 进入新时代后,日本响应“文化立国”的号召,加强文化产业的发展力度,完 善其保护措施,使其逐渐成为日本的支柱型产业并走向海外市场。2006 年,时任 外相的麻生太郎提出了“动漫文化外交”新口号,以动漫作为国际文化交流新方 式,受到各国年轻人群体的欢迎与追捧,也成功使日本常踞最受欢迎国家之列。本 文通过介绍日本动漫外交的提出、政策支持、实践案例以及所产生的影响等,客观 分析了这一文化外交新方式成功的深层原因,以及其不容忽视的局限性。 总而言之,一国的文化外交已经成为了其文化软实力的表现方式之一,也是参 与到国际对话、提高国家形象的重要途径之一。如何完善文化外交机制,将会是我 国日后所必须重视的议题。 关键词:文化外交,动漫外交,日本 Ⅰ  Abstract Nowadays, in the globalized world, culture obtained a high reputation for it can reach the goals which the economic and political means can not achieve. Slowly it has draw the countries’ attention, and has been adopted as a diplomatic measure.That’s because culture has a hidden, long-term and permeable characteristic, which can affect the ideological values of the people in a country. It will also promote economic and political development in turn. After entering the new era, in order to response to the appeal of cultural nation, Japan called for strengthened efforts to the development of its cultural industry. Mainly by improving the copyright protection, Japan gradually making its cultural industry become the nation’s pillar industry, even expand to overseas markets. The innovative anime cultural diplomacy proposed by Japan’s Foreign Minister Taro Aso in 2006 was a new try for animation to be part of Japan’s international cultural communication, and it was welcome by young people around the world. Owing to this cultural policy, Japan became one of the most popular countries for travelers worldwide.
