Cultural diplomacy is the politicized outcome that cultural communications among nations have developed after certain periods. It also indicates that diplomatic activities have become mature. In the fundamental analysis, cultural diplomacy is the foundation and core of all diplomatic activities, all of which can’t be out of line with cultural diplomacy. After being out of the UN in 1971, Taiwan was faced with formidable challenges, regardless of maintaining the amount of nations with diplomatic relations or preserving the membership of many international organizations, and its international status had slowly declined. After that the Mainland Government substituted Taiwan’s position in many international organizations, Taiwan’s foreign relations had thus been stifled and then had been sunken into low tide for a long time. In such international situation, Taiwan’s foreign cultural communication has been emerging, so its focus of diplomacy has been shifted into foreign trade and cultural diplomacy. In its international contacts, Taiwan is adopted in utilizing international resources and wielding the power of international propaganda to develop foreign relations and mold the international status of the Republic of China.
