中越边境跨国非法婚姻移民问题研究——以龙州县7个村为例.pdfVIP

摘 要 中越两国山水相连，陆地边界线长一千多公里，自古以来两国人民往来迁移不断。20 世纪 90 年代中越关系正常化以来，随着两国边境贸易的发展和人员往来的日益频繁，边 境地区居民的通婚也随之增多。但是，由于中越两国政策因素的限制，中越边境跨境婚 姻却是以非法婚姻占绝大多数，这些非法婚姻移民是国际移民的组成部分，他们的大量 存在给中国边境地区的管理带来一定的困难。 本文以进入中国的越南非法婚姻移民及其中国配偶为研究对象，以广西龙州县为个案， 以问卷调查和深度访谈的方法收集中越边境跨境通婚的相关资料，用 SPSS统计方法统计 问卷数据，结合国际移民理论、非传统安全理论对中越边境非法婚姻移民的特征、迁移 的原因和可能产生的安全问题进行分析。笔者认为，目前中越边境非法婚姻移民主要是 由于中越两国经济发展水平的差异、跨境民族的同源、语言文化的相通、边境地区人口 生态比例的不平衡等因素造成的，其形式是越南妇女以婚姻为目的，以非法入境、非法 居留、非法婚姻的途径迁居中国边境地区。这些非法婚姻移民的大量存在，一方面促进 了中越两国的经济、文化交流，以及两国民间关系的发展，但另一方面也给中国边境地 区的安全管理、通婚家庭的稳定以及非法婚姻移民的自身安全等方面带来了许多负面的 影响。如何解决中越边境地区的非法婚姻移民问题，是中越两国政府必须面对的边境管 理课题，中越两国应该用一种新思维来解决这种非法婚姻移民问题，使两国边民正常通 婚合法化，在促进两国边民正常往来的同时，也确保边境地区的安全与稳定。 关键词：中越边境非法婚姻移民 迁移原因 非传统安全问题 移民控制 I Abstract The length of boundary between Guangxi China and Vietnam is more than 1,000 km, people in the border between the two counties have communicated.Since 1990s, the intermarrige have been facilitated along with the development of border trade and personnel exchanges. However, most of the marriage immigration in the border are illegal immigrants because of the two governments’ policy. These illegally marriage immigrants are a part of the international migrants and the Chinese border management is brought difficulties to a certain extent by them.
