摘要摘要 摘要摘要 本文主要以国际合作理论和国际机制理论为基础，以解决国际货币合作实践所遭遇的 困境为出发点，探讨 《国际货币基金协定》的变革思路。 国际机制作为一种相对独立 的变量对推动国际合作具有重要意义，《国际货币基金协 定》是国际货币合作机制化的典型范例，它以国际收支机制、国际储备机制、汇兑安排机 制、外汇管制机制、IMF 组织运作机制为五大支柱 。半个多世纪以来，该协定的机制调整 深刻影响着国际货币合作的格局 。 然而，《国际货币基金协定》“软法化”的立法基调、以美元为中心的制度设计以及其 所赋予 IMF 的双重属性，不可避免地导致国际货币合作的失衡和低效 。目前的全球金融危 机，进一步暴露了国际货币机制的脆弱性 。究其根源，美元霸权对 《国际货币基金协定》 的主导背离 多极化趋势 。只有通过机制变革打破霸权主导，国际货币合作才可能真正走 出困境。 《国际货币基金协定》变革从根本上取决于国际力量对 比，美元的强势地位在短期内 无法动摇，变革只能循序渐进 ，过程将 曲折而漫长。全球金融危机后，包括我国在内的发 展中国家走 向了国际货币机制变革的前台 。我国应积极参与变革进程，采取恰当 的战略， 寻求在未来的国际货币机制中更多的话语权，争取 国际货币合作的有利地位 。 关键词关键词：：国际合作；国际机制；国际货币基金协定；国际货币基金组织 关键词关键词：： I Abstract On the basis of the theory of international cooperation and international regimes, this thesis, proceeding from settling the predicament the international cooperation confronts, dissertates the reformatory thinking of the said Agreement. International mechanism, as an relatively independent variable, is of great significance to the promotion of international cooperation. The AGREEMENT is a typical example for the mechanism of the international monetary cooperation, which has five backbones, i.e. the mechanisms of balance of payments, international reserves, exchange rate arrangements, foreign exchange control, and IMF organizational operation. Since more than half a century, the structure of international monetary cooperation has been deeply affected by the mechanism regulation of the AGREEMENT. However, the inherent limitations of the AGREEMENT, including the softening of regimes, dollar-centered rules and double properties of the IMF, will inevitably lead to cooperation imba
