第五届亚洲安全社区会议 The 5th Asian Regional conference on Safe Communities 站在新的历史起点 持续推进安全社区建设深入开展 田庆盈 （济南市槐荫区区长，中国山东） 2006 3 1 【摘要】济南市槐荫区是中国内地最早接触和开展安全社区建设的地区。 年 月 日，槐荫 2008 4 11 区青年公园街道被命名为中国内地第一个国际安全社区； 年 月 日，槐荫区被命名为全国 第一个整体创建成功的安全城区。在获得全国安全城区的命名后，槐荫区并没有停止安全社区 建设的步伐，而是本着“不断改进、持续推进”的理念，站在新的起点不断推进安全社区建设 向纵深发展。本文较为详细的介绍了槐荫区获得命名后一年多来，在完善安全社区长效机制建 设、重点项目推进、推广安全社区理念等方面所做出的努力。以期通过介绍，向正在开展安全 社区建设，尤其是以区为单位开展安全社区建设的地区提供可供借鉴的经验。 【关键词】安全社区; 持续推进 Standing on the new starting point of the history, Promoting Safe Community Building Continuously Tian Qingying (Mayor of Huaiyin District, Jinan, Shandong, China) Abstract: Huaiyin district of Jinan city is one of the places in Chinese mainland that first launched SC building. On Mar.1, 2006, Youth Park Sub-district of Huaiyin district was designated as the first international safe community network member in Chinese mainland; on April 11, 2008, as a whole city district, Huaiyin District successfully became the first National Safe Community. After the designation, Huaiyin District doesn’t stop SC building, but under the guiding concept of continuing improvement and promotion, sustains to promote the development of SC program on the new starting point of the history. This paper explains how Huaiyin District works hard in establishing a long-term sound mechanism of SC building, promoting key programs, and spreading SC concept. It is hoped that the experiences will be beneficial to those, especially the city districts to build safe community.
