华 中 科 技 大 学 硕 士 学 位 论 文  摘  要  研究与发展（RD）活动是一个国家和地区科技发展的重要组成部分。众多 的研究表明，RD 水平对国家或区域的经济竞争力具有显著影响。而 RD 活动 的溢出效应和风险导致市场失灵，这是政府介入 RD 活动的原因所在。在 RD 活动中要注意政府和市场之间的合理界限与协调关系，充分发挥市场在 RD 资源 配置中的基础性作用，同时发挥政府职能来纠正市场失灵。 论文首先介绍了 RD 绩效评价的相关理论和地方政府在 RD 活动中的作用。 继而采用层次分析法建立了地方政府 RD 绩效评价指标体系。在该指标体系的基 础上，论文运用数理统计和计量的方法，以武汉市为对象进行实证研究。通过选 取北京、上海、天津和重庆作为参照，对武汉市的 RD 发展水平进行描述，从而 得出武汉市 RD 活动的特点和优势劣势所在，并提出相应的改进建议。具体包括： 明确自主创新的发展战略、增强 RD 经费的投入力度、保障人才队伍的建设、完 善风险资本退出机制、完善知识产权的保护机制。 关键词：RD 绩效评价 层次分析法 武汉市 I 华 中 科 技 大 学 硕 士 学 位 论 文 Abstract 　　The research and development (RD) activities are one of the important parts of a country or a region’s ST development. It is indicated that the level of RD activities plays an essential role to the economy competition of a country or a region. The reason of the governmental involvement in RD activities is the market failure caused by the RD spill over effects and risks. On the other hand, the key function of government should be given enough attention, which is to clarify the ambit and coordinative relation between government and market in RD activities. Moreover, not only will the government fully exert the essential function of market in source collocation of RD, but also offset market deficiency and mend market failure. At the beginning, this paper introduces the theories of the RD performance appraisal and the function of local government. Accordingly, under the notion of the method of AHP, the RD performance appraisal index system of local government will be established. Next, the paper adopts statistic and econometric method to make a positive study of Wuhan. The aim of this research is to seek the advantages and disadvantages for making RD policy improvement by means of comparing Wuhan with Beijing, Shanghai, Tianjin and Chongqing.
