摘 要 电力工业作为基础产业，是国民经济的先行者。电力工业的发展，对国民经济 的增长起到了重要的推动作用。电力行业经过多年发展，使得电力供需矛盾趋于缓 和，供需形势发生了变化，绝大部分地区严重缺电的局而逐步得到缓解，但电力供 [1] 需矛盾没有根木解决 ，电力工业在发展中还存在着电网建设滞后，电网建设 的滞 后和发展的不足是造成 电力供需矛盾得一个主要原因。为满足国家经济发展要求和 缓解电力供需矛盾必须大力发展电网建设，但是电网建设需要大量投入，“十一五” 期间，国家电网公司电网建设与改造需要投入的资金总规模达到 1 万亿元，电网企 业自身的“造血”功能无法满足的资金需求，面临巨大的融资压力。针对各种渠道 的资金来源，不同的融资选择对电网公司的经营和财务结构造成不同的影响，因此 研究电网企业筹融资模式有重要意义。 为解决我国电网建设的巨大资金需求问题，国内电网企业在投融资领域进行了 多种有益尝试。电网企业通过多种方式筹措电网建设资金，在一定程度上缓解了国 内资金的不足，但是并没有从根本上解决我国电网建设融资难得问题。本文运用定 性分析和定量分析相结合辅以个案分析，从融资基本理论和国内外电网企业融资现 状进行出发，在系统分析了我国电网企业目前的筹资环境及资金来源和对国内外主 要融资模式进行比较的基础上，对我国电网企业融资模式的选择做了深入得探讨。 试图为从根本上解决电网建设的融资问题，寻找出一个适合我国电网企业发展的融 资模式。 关键词：电网企业，融资现状，融资模式 I ABSTRACT The electric power industry is the base of the industry, it is the national economy forerunner. The development of the electric power industry, has important promotion effect to national economy growth. The electric power profession undergoes many year development, causes the electric power supply and demand tends contradictory relaxes, the supply and demand situation had changed and the situation which major area seriously lacked the electricity has relaxed gradually ,but the problem of electric power supply and demand did not solved.In the development of the electric power industry ,the electrical network construction lags behind, the lag and the insufficiency development of the electrical network construction is the primary reason of the contradictory for the electric power supply and demand.
