中國加入WTO後，保險市場建設與未來發展之剖析 The Construction and Future Development of Insurance Market after China Entered the WTO 朱浩民*(Haumin Chu) 摘 要 中國大陸1979年改革開放後，金融體制進行了大幅調整，政策逐漸鬆綁，保險業務恢復，保險公司重新設立，經過二十多年的發展，大陸保險市場發展已漸具雛型；2001年底中國加入WTO，市場循序對外開放，外國保險機構陸續登陸與業務漸次放開，隨著2006年底中國對WTO金融市場開放承諾事項的完全實施，外資保險機構加速進入大陸，市場競爭必將更加激烈。本文首先彙整了近年來中國新(修)訂的重要保險相關法令，接著介紹大陸保險市場的現況與外資保險機構在中國之發展情形，最後討論未來中國保險業的發展方向。 關鍵詞：中國保險市場、外資保險機構、WTO Abstract The financial system of China has gone through big adjustments after 1979’s economic reform. With the deregulation of government policies, insurance business has recovered and insurance market has re-established gradually. After joining the WTO in December 2001, Chinese financial market opens to outsiders with schedule and foreign insurance institutions begin entering the market. As the deadline of opening the market to foreign countries in the end of 2006 becomes closer and closer, foreign insurance institutions accelerate investing in China, and the competition of market will increase. This paper first summarizes recent insurance laws of China. Next, the paper introduces current situation of Chinese insurance market and presents the status of foreign insurance institutions over there. Finally, this paper discusses the directions of future development of China’s insurance industry.
