摘 要 Y2322265
笔者以参与观察的方式进入永新村进行实地研究，通过三个月对永新村留守
老人的观察、访谈及闯卷调查，研究分析造成留守老人生活困境的原因及应对策
略。调查发现，中国农村人口老龄化速度加快、社会保障水平偏低、传统家庭养
老模式实施不足、留守老人合法权益缺少保护是主要原因。应该从短期、中期、
长期规划着手，通过强化留守老人自身生存适应能力、加强尊老养老宣传教育、
完善农村医疗保险制度、健全老年权益保障法规体系、兴办养老福利事业、加大
社会救助力度等具体措施切实改善留守老人的生活困境。
