Thus, it’s not proper to regard urbanization merely as a policy instrument to promote economy and domestic demand. This paper introduces some viewpoints of urbanization researches as well as relevant central policies, elaborates on the phenomenon of structural imbalance in the development of China’s urbanization, and then analyzes the formation mechanism of such phenomenon from both structural and the microscopic perspectives. Finally, the paper puts forward that the essential demand of New-type Urbanization is the harmonious development in terms of economy, society, resources and environment. The transformation from structural imbalance to rebalance is a necessary process of China’s urbanization.
