于政府对民营化改革实质的理解出现偏差，同时，当前我国转型时期的特殊国情也
对政府责任缺失形成了客观的限制。要实现公用事业民营化中的政府责任，应正确
理解民营化改革的实质，规范民营化前后政府监管的各项措施，从全局考虑建立和
完善民营化的配套措施，为公用事业民营化的顺利实现和社会公众利益的最大化提
供保证。
