论农民工融入城市问题 摘 要 农民工是伴随我国市场经济体制改革与社会结构变化出现的一个特 殊的社会群体。但是，作为进城务工的乡下人，他们却始终没有被他们 为之效力的城市所真正接纳。农民工难以融入城市的现象已经成为一个 突出的社会问题。农民工是否适应城市生活，能否与城市社会相融是关 系到我国城市化和现代化的大问题，也是建设和谐社会的必然要求。 如何引导城市农民工去适应城市生活、融入城市社会，如何消除农 民工转化为新市民的障碍，加快我国城市化和现代化的步伐，是实践和 理论上具有重要意义的一个课题。 本文包括三个部分。 第一部分，对农民工的概念进行了界定，分析了农民工大规模涌入 城市是我国长期以来城市化严重滞后于工业化的必然结果，论证了农民 工是城市社会中处境艰难的边缘群体和弱势群体。 第二部分，首先，深入分析了农民工城市融入问题产生的原因；其 次，说明了解决农民工融入城市问题的必要性；最后，对阻碍农民工融 入城市的各种制度性、非制度性因素进行了具体分析。 第三部分，着重对农民工融入城市的路径展开了具体阐述，指出制 1 度创新和观念转变是解决农民工融入城市问题的关键，应从明确农民工 的阶级属性、消除制度性障碍、转变城市管理观念 、纠正城市社会偏 见和提高农民工自身素质等五个方面逐步解决农民工融入城市问题，加 快我国的城市化和现代化的步伐，建设和谐社会。 关键词：农民工，融入城市，边缘群体，弱势群体 2 ON PEASANT MIGRANTS’ JOINING IN THE CITY ABSTRACT The peasant migrant is a special colony which grows up with the revolution of the economic structure and the change of the social structure in China. However, as peasant migrants, they are not actually admitted by the city. They are out of the social mainstream in cities. This phenomenon has been an outstanding social problem. Whether peasant migrants can adapt to the city life and whether they can join the city will greatly influence the Chinese urbanization and modernization. It will also affect the construction of a harmonious society. It is a great significant problem in practice and academy that how to lead peasant migrants to adapt to the city life and to join in the city society, how to overcome the obstacles which are in the urban peasant migrants’ way to translate into citizens This paper includes three parts as follows: Section 1: defining the conception of peasant migrants; analyzing that that the peasant migrants enter the city in great force is the foregone conclusion of the fact that the Chinese urbanization lags behind indu
