Objectively, land ownership must be embodied economically. At the same time, the abuses, which have been produced by the traditional methods of using land, are more and more obvious along with the transition from the planned economy to the market economy. For example, the waste phenomenon for land resource is serious, the state-owned land asset runs off in large quantity, the competition is unequal between enterprises. So the reform for land-use system must be carried through. Correspondingly, land asset needs to be disposed reasonably in the reform for state-owned enterprises. In spite of recombining limited liability companies, stock limited companies, or mergers, leasing, insolvency, all involves the land asset disposal during the reform for state-owned enterprises. Whether land asset is disposed scientifically or not, which not only relates to the maintenance, increment, movement healthily and regularly for land asset, but also relates to whether enterprises can establish the modern enterprise system, which is clear property rights, clear responsibilities, separate governments and enterprises, scientific management.
