Study on the Market Accession of Road Transport for Dangerous Goods A Dissertation Submitted for the Degree of Master Candidate： Yu Yang Supervisor：Prof. Zhang Zhoutang Chang’an University, Xi’an, China 摘 要 道路危险货物运输的需求随着社会经济的快速发展,以及产业结构的不断变 化而也日益增加，道路危险货物运输量随之快速增加，越来越多的道路危险货物 运输事故的相继发生，事故会带来巨大的人员伤亡、环境破坏，致使生命、财产 损失惨重。危险货物运输的安全问题受到了全社会的普遍关注，如何降低事故的 发生率，维护广大人民群众的生命财产安全，促进道路货物运输的健康发展，是 迫切需要解决的问题。 本文针对道路危险货物运输市场准入问题进行了研究。首先对道路危险货物 运输市场准入的内涵和特点进行详细分析。通过道路危险货物运输和市场准入的 定义，延伸出道路危险货物运输市场准入的定义，然后系统而全面的概括道路危 险货物运输市场准入管理的理论依据与现实研究的必要性；归纳分析了道路危险 货物运输市场的发展历程、道路危险货物运输市场准入的现状及目前存在的主要 问题；最后，通过借鉴国外道路危险货物运输管理方面的经验，提出完善我国道 路危险货物运输市场准入的政策措施和建议。 关键词：道路运输；危险货物；市场准入 Abstract With the rapid economic growth and a constant restructuring in the industry, the demand of dangerous good transport on road is increasing. However, while the market enjoys a rapid raise in the volume of dangerous goods transported by road, the number of accidents involved has also gone up, causing extensive environmental damage and many casualties. This has drawn the public attention to the safety issues in the dangerous goods transport industry. Questions have been asked on how to reduce the number of accident in the industry in order to protect public safety, while at the same time maintain the profit of the businesses. As an attempt to answer the question, this thesis focuses on the source of the problem by investigating the access standards of dangerous goods road transportation market. The organization of this thesis is as follows: firstly, the connotation and characteristic of the market access of dangerous goods road transportation is discussed in detail. B
