浅谈农村水利建设普遍存在的问题及其应对策略 　　摘要：从08年汶川地震导致重灾区水利设施的严重受损，到09年华北大旱、10年西南大干旱和南方暴雨，从11年的冬天持续到今年的东北洪灾，这些灾害给我国的农业造成了极大的损失，损失的背后也暴露出了众多的水利问题，特别是农村水利基础设施的老化受损，水利设施欠账多，形势相当严峻。汉源县水土流失频发、水利设施建设落后的主要原因来源于其复杂的地形地势、脆弱的生态环境以及水利建设的严重漏洞，农田水利设施、人饮工程也相当欠缺，给当地老百姓的生活带来了极大的困难，阻碍了当地经济的发展。我们通过对汉源县水利建设的调研，讨论了汉源县水利建设存在的问题，同时提出了加强水利建设的发展措施。 　　关键词：水土流失；水土保持；农田水利设施；人畜饮水安全 　　中图分类号：TV 文献标志码：A 　　 　　A Brief Analysis on the Existing Problems of Rural Water Conservancy Construction and Dealing Measures for which in Hanyuan County 　　JIANG Gexin1, HUANG Huadong2, WEI Tingting2 　　(1. Behind these loses problems of water conservancy has been exposed, especially for the rural water conservancy fundamental facilities, which are in heavy debts, have been aged and damaged, presenting a pressing situation. The high frequency of water loss and soil erosion in Hanyuan county, and the backward of its water conservancy construction should be attributed to the local complex pornography, the fragile ecology and the critical flaw of its water conservancy construction, and the shortage of agricultural irrigation work and water projects for human being, all of these reasons present a grave difficulty to the local life and stand in the way of local economy development.
