基于旅游资源开发下的湘潭水府示范区建设模式探讨 　　摘 要：以湿地生态系统保护与恢复为前提，以生态旅游发展为主导，以建设城乡统筹示范新区为目的，探讨了基于生态旅游的两型示范新城规划建设的相关理念。依托圈层式的结构来控制城镇发展与生态保护格局，通过岛链式的开发来组织旅游岛屿建设与环湖游线组织，利用湿地式的水处理来形成完整的湿地网络体系，营造湿地保护示范区的典范。本文提出建设与保护协调发展的基本思路及框架，以及怎样合理发展休闲旅游与科技农业来实现城乡统筹发展，引入两型特色项目来带动示范区的起步发展，建立两型的政策环境，利用优惠举措来支持示范区的建设。 　　关键词：湿地公园； 生态旅游； 两型示范；城乡统筹 　　Abstract：Protection and restoration of wetland ecosystems as the precondition， building new urban and rural demonstration areas as the purpose， Development of Ecotourism as the leading ，the study discuss some related concepts based on the relevant concept of Eco-tourism planning and construction of two demonstration town.
