摘 要 近年来，信访工作出现了许多新情况，从全国范围来看信访总量持续上升； 信访当事人由少数群体变成了多种群体；信访所反应的问题由简单变成了复杂， 信访秩序也从相对有序到现在的时常无序，出现这样的现象，期间经历了一个 相当复杂的过程。 长期来，信访工作在听取群众意见建议，了解社情民意，反对官僚主义， 为群众排忧解难，妥善处理各种历史问题等方面发挥了积极的作用。随着改革 开放的不断深化、市场经济体制的逐步建立，信访工作越来越多地介入经济利 益矛盾和现实纠纷的处理。由于信访工作机构的职责定位不明确，体制、机制 的不完善，工作手段的短缺和工作程序不规范等使得大量群众反映的利益问题 逐步演变成了信访矛盾。信访当事人动辄缠访、闹访、请愿、示威等非正常上 访的行为已严重影响了一些地区的经济和社会发展，少数信访矛盾突出的地方 成了投资者“望而却步”的地方。一些积存已久的疑难信访矛盾成了领导忧、 部门愁、群众怨的热点、难点问题。这些信访矛盾由于一直没能得到有效的控 制和化解，从而成了越级上访、重复上访、进京上访和无端滋事的主要诱因。 成了严重影响社会稳定和谐的不安定因素。久之，则无疑会影响党和政府的执 政基础！ 信访矛盾是纷繁复杂的，透过纷繁复杂的信访矛盾，我们知道信访矛盾的 产生是偶然的，但作为执政者解决信访矛盾，则是历史赋予的必然使命。本文 论述的重点一是对信访矛盾不断增加的深层次原因进行分析，特别是对当前一 些高发信访矛盾的政策、制度进行剖析，努力寻找这些政策、制度的“先天缺 陷”。二是对当前处理信访矛盾的体制、机制做一些剖析，努力找出处理信访 矛盾体制、机制上存在的不足和问题。三是对当前处理信访矛盾的手段和方法 做一些分析、梳理，针对当前的信访矛盾做一些手段和方法上的探索。四是对 当前日益突出的缠访、闹访、请愿、示威、封厂堵路等的行为控制和局面驾御 作一些探讨。因为这些对抗味道比较浓的信访矛盾，一旦处置不力、不当，就 可能使“小事搞大，大事搞炸”引发严重的社会问题！ 信访矛盾的分析是由点到面的比较和归纳，处理信访矛盾的方法探索是一 些实践经验的总结和同行成功做法的概括。因此，所得出的理论、观点和方法 一定具有普遍的借鉴意义。 关键词：疑难信访，矛盾，解决方法，研究 THE ARGUMENT ON THE CONTRADIATIEON OF LETTERS AND VISITS ABSTRACT The recent few years, many new situations have come forth in letters and visits. The gross of the complaint affairs keeps constantly mounting up all over the country. The letter-writers and visitors grow into multitude colony from the fewness one; the reflected problems become complex from simple, and the letters and visits also experienced from relatively in order to frequently out of order. All of that went through a quite complicated process. For a long period of time, the pursuit of letters and visits exerts a positive effect on hearing the attitude and accepting the suggestion of the public, understanding the social circumstance and public opinion, objecting to the bureaucratism, removing and solving the difficulty of the public, and dealing with various problems left behind by the history.
