Nowadays, because of the heavy stress in the college entrance examination, people find that more and more high school students take part in tutoring, especially in cities. The paper summarizes the reason why urban high school students are poor in their study. It does a lot of research on the situation of tutoring among urban high school students and also points out some problems in it. With advanced theory, the concept of innovation, successful practice, it explores some more effective strategies to solve these problems. A series of studies showed that, in order to make the tutoring better and more effective, schools and teachers should do things below: treating poor students in a new way, caring about them, setting up a new relationship between teachers and students, communicating with them with love and respect, helping them be better with appreciation. Schools should ask all teachers to be aware of their responsibilities to educate students and to help poor ones become better.
