空间规划体系下的“用地”规划协调研究 代合治，刘志刚 （曲阜师范大学地理与旅游学院，山东日照 276826 ） 摘要：区域规划、土地利用规划、城市规划之间不是简单的从属关系，各自具有自身的规划理念和任务，在规划内容 和空间布局方面存在内涵上的交叉、“用地”上的“碰撞”。“三规”的协调关键在于“用地”类型、“用地”规模、“用 地”布局以及规划年期等方面协调。“三规”的一、二级地类划分应该统一。“用地”规模应在区域规划宏观调控下科 学确定，改变目前土地利用规划与城市规划“各自为政”确定用地规模的方法，根据地类特点，合理划分土地利用规 划与城市规划确定“用地”规模的权限，科学界定土地利用分区，实行“刚性”与“弹性”相结合的管理办法，现土 地利用规划与城市规划的无缝对接。保持各类规划的基期、近期和远期年份应至少有一个保持一致。 关键词：空间规划；“用地”规划；规划协调 Research on “land Use” Planning Coordination in the Spatial Planning System DAI He-zhi, LIU Zhi-gang (School of Geography and Tourism, Qufu Normal University, Rizhao 276826, China) Abstract: The relationship among the regional planning, land use planning and urban planning is not a simple subordinate relationship and each of them has its own research contents and essence in detail. They have the intersection between planning content and space layout, but there are differences in the connotation defined. The key coordination of “three planning” lies in land-use types, land-use scale, land use layout and planning period, etc. The land type division of the first and second class should be uniform of the three planning. The land-use scale should be determined under the control of regional planning instead of determining in their own way of land use planning and urban planning.
