贵州农村通信网络建设模式研究 李 晟 （贵州省邮电规划设计院有限公司，贵州贵阳 550003 ） 摘要：国发2 号文提出“加快城镇化进程，推进新农村建设”，在新农村建设中，农村信息化是其重要内容。而农 村信息化中，网络建设是其基础，面临新的发展机遇和要求，贵州农村通信网络如何进行更高效建设是本文研究 的主要内容。本文主要从政策研究、有线接入、无线覆盖、共建共享4 个方面分析农村通信网络建设模式，提出 相关建设原则，希望起到抛砖引玉的作用，为贵州农村信息化献计献策。 关键词：贵州农村信息化；网络规划；农村有线接入；农村无线覆盖；共建共享 Guizhou Rural Communication Network Construction Mode Research LI Sheng (Guizhou Planning Design Institute of Posts Telecommunications Co.,Ltd., Guiyang, Guizhou, 550003, China) Abstract: The State proposed to accelerate the urbanization process, the new rural construction, the new rural construction in rural areas of information technology is the important content of the 2nd. Keywords: Guizhou rural information, network planning, wired access in rural areas, rural wireless coverage, network construction and sharing 1 前言 《国务院关于进一步促进贵州经济社会又好又快发展的若干意见 （国发2 号文）》中指出，贵州是我 国西部多民族聚居的省份，也是贫困问题最突出的欠发达省份。贫困和落后是贵州的主要矛盾，加快发展 是贵州的主要任务。贵州尽快实现富裕，是西部和欠发达地区与全国缩小差距的一个重要象征，是国家兴 旺发达的一个重要标志。进一步促进贵州经济社会又好又快发展，是加快脱贫致富步伐，实现全面建设小 康社会目标的必然要求；是发挥贵州比较优势，推动区域协调发展的战略需要；是增进各族群众福祉，促 进民族团结、社会和谐的有力支撑；是加强长江、珠江上游生态建设，提高可持续发展能力的重大举措。 同时，国发2 号文中特别强调，“加快城镇化进程，推进新农村建设”，推动信息网络设施建设。稳步 作者简介：李晟，贵州省邮电规划设计院有限公司。电话Email ：howx81
