This article asserts that only thought the action of community empowering will the negative impression regarding the social housing be eliminated. The long experimental and innovative empowering experiences of the Bodhi Chang Ching Village about mutual-symbiosis community care model, after eleven years of the 921 earthquake disasters, may provide the reference about empowering strategies for the social housing building in the future. This article therefore takes Bodhi Chang Ching Village as the research case and aims at exploring its empowering strategies for running the elder community, with the action research method, for the past eleven years. And it discovered that the three action indicators about the effectiveness of governance relationship of partnership, the advocacy of community idea about mutual symbiosis, and the building of system about community micro-economy will be put in the top list of social housing building which must be concerned deeply in the future.
