This mode not only provides interaction between person and computer, but also provides access interface for operation software system. We construct risk modelbase frame with two demonstration risk models, which are flood-rice risk model and typhoon-building risk model. These work have explored in constructing risk modelbase in China.This article includes five parts. The first part deiscribes that it is necessary to build risk modelbase.In the second part, we introduce the the basis mode in building modelbase.The third part explains the designing and functions of risk modelbase.The fourth part implements a risk modelbase relying on the designing explained in part three. The last part summarize the whole content, also point that methods should be expanded so as to adapt the requirement of creation of risk model.
