The paper analyses sustainable development theory, integration of urban and rual areas theory, circular economy theory and eco-city theory which are followed by “two-orientied society”construction and urban agriculture development, and both of them have features of timely, systematical and scientific. “Two-orientied society” is the direction and guarantee of urban agriculture development, and developing urban agriculture is the important approach for “two-orientied society”. At the end, we suggest that the government should develop urban agriculture vigorously on the background of “two-orientied society” construction, and promote them simultaneously.
