The effective dissemination of traveler information assists travelers in selecting their modes of travel, routes, and departure times，which is significant for the improvement of highway performance and capacity. First，a recommended design dissemination framework of highway dispatching system was established including information demand analysis, collection communication, transaction,dissemination and estimation；Then, based on the analysis of the framework, a design example of information dissemination plan was presented in detail in this paper.
