A bstrac t: A t present, the provis ions that s bjects of in ternational laws m st take in ternational responsib ility when they
ca se dam age in activities not banned by in ternational law s are w idely accepted, and becom e legal princip les in a n m-
ber of international contracts. B t in theory, a perfect system on international damage responsib ility has not come into
being, and in practice, a series of n ified operating reg lations has yet to be fo nded. So it is extrem ely necessary to
