The preservation of the wetland should be strengthened in the perspective of the achievements of administration, cological balance and perfecting legal system. The wetland should also be exploited scientifically. Key words: East Dongting Lake; wetland; current situation; suggestions 我国国际重要湿地已达 36 块, 已有 380 万公顷湿地得到了有效的保护. 笔者以国家级重点保护湿地 ——东洞庭湖湿地为例, 对湿地保护现状进行了调查, 并就如何加强我国湿地保护提出思考和建议. 1 东洞庭湖湿地的价值评估 东洞庭湖湿地位置特殊, 极具经济和社会效益. 地理上, 东洞庭湖湿地北通巫峡, 南极潇湘, 是九省 通衢之地. 文化上, 东洞庭湖湿地孕育了岳阳楼文化、龙舟文化及“忧乐”精神. 水文上, 东洞庭湖湿地北 接长江, 南接湘资二水, 是长江中下游的重要湿地. 人口上, 在东洞庭湖湿地周边集居着近 40 万居民. 而 且作为国家级自然保护区, 物种极为丰富, 栖息着数以万计的鸟类. 1992 年被列入拉姆萨国际重要湿地 名录, 1994 年被确定为国家级重点旅游风景名胜区. 这里, 表 1 东洞庭湖湿地生态价值评估 东洞庭湖生态价值评估报告可说明其重要性[1]参见表 1. 项 目 价值(亿元) 比例(%) 初级原材料生产 10.52 2.
