基于承载能力的柔性生产管控方法研究 1 2 徐志勇 ; 张徐东 （1. 北京市电力公司 北京电力工程公司，北京 100070 ；2. 华北电力大学 工商管理学院，北京 102206 ） 摘要：本方法以员工承载能力为切入点和管控手段，同员工一起主动、有预见性的辨识风险，优化配置人力资源和装备资 源，通过柔性的生产计划安排，将每天的工作量尽量控制在能力可完成范围之内，减少由于劳动强度过大或过小带来的安 全风险，从而达到安全生产的目的。其特色在于量化了各专业的承载能力，采用自下而上和自上而下相结合的生产计划制 定机制，并基于承载能力形成了一整套风险防范措施。通过在电网公司一年的实施，公司的生产管控变得更加规范化和精 细化，证实该方法能够有效防范生产安全风险、增加员工满意度、提高劳动生产效率、提升公司效益，具有较强的科学性 和可操作性。 关键词：柔性；承载能力；生产管控； 中图分类号：F406.2 文献标识码：B Research on method of carrying capacity-based flexible production management 1 2 Xu Zhiyong ; Zhang Xudong （1. The feature of the method is to quantify the carrying capacity of the various professions, use a production planning mechanism of combination of bottom-up and top-down, and form a set of risk prevention measures based on carrying capacity.
