第2015 年第4 期 商 业 经 济 No.4 ，20 15 （总第464 期） SHANGYE JINGJI Total No.464 [文章编号] 1009-6043（2015 ）04-0013-02 论新时期的乡镇债务问题 ———基于某市32 位乡镇领导的视角 敬志红 ，胡 蝶 湖南农业大学 经济学院， 湖南 长沙 410128 ） [ 摘要] 通过对湖南某市32 名乡镇领导进行问卷调查表明：目前我国乡镇债务负担依然很大，存量债务大，增量债 务减少。并且财权与事权 平等让债务问题的解决难题化。同时，由于存量债务形成原因复杂， 容易处理；自筹还债渠道 窄，还款能力有限；有部分乡镇违规占用支农资金偿还债务。解决这一问题，上级政府应做为化解乡镇历史遗留下来的债务 的主体，加大对债务偿还的转移性支付支持；减政放权，严格控制新债务的形成；落实好政绩考评机制，形成良好的公务员 晋升通道。 [关键词] 乡镇债务；问题；化解方法；转移支付 [中图分类号] F325.24 [文献标识码] A Township Debt Problems in the New Era: from the Perspective of 32 Governmental Officials in a City JING Zhihong, HU Die Abstract: The questionnaire survey on 32 leaderships in a city of Hunan has showed that the current township debt burden is still great, the stock of debt is increasing, and the incremental debt is reducing. The unequal financial power and authority make it more difficult to solve the debt problem. Meanwhile, it is not easy to deal with the stock of debt due to complicated causes; the channels of raised debt are narrow and the loan repayment ability is limited; some townships have occupied agriculture funds to repay debt illegally. As the debt sub- ject of solving problems left over by history, the higher levels of government should increase transferring payments support to the debt re- payment, reduce political decentralization to strictly control the formation of new debt and implement evaluation mechanism, so as to form a good civil promotion channel.
