Abst act:After the9. 18incident, based on the factors that the national pow er of China w as inferior to that of apan, and that
he had fait h in peace and he w anted to keep his army , Zhang Xue-liang carried out the non-resistance order without the clear
indication from iang ie-shi and his government, w hich resulted in Shenyang fall and the northeast inundation. Because Zhang
X ue-liangs opinion to apan was almost the same as that of iang ie- shi, and also he tackled the9. 18incident w ith iang ie-
shi closely, so both Z hang Xue-liang and iang ie-shi should be r esponsible for the northeast inundat ion.
