It is t herefore of empir- ical significance to understand the relat ionship b historicall depicting the relations betw een the formation of the constitut ionalism in medieval cities and the pursuit of merchants. The demand of commercial libert b professional merchants is the fundamental cause of the format ion of t he const itutionalism of medieval cities. This can be explored from t he means ut ilized b professional merchants, including commercial laws, construction and managerial capabili- ties
