集群发展过程中政府作用研究.pdf

摘 要 没有政府的参与和引导，任何地方的经济发展都不可能实现。利用集群促进区 域经济的发展近几年在国内外引起广泛的关注。集群政策是系统化的有针对性的促 进集群发展的政策。集群政策的目的是为了激励和支持网络关系的形成:加强网络 组织各机构之间的内部联系;提高各组织的产品的附加值，从而促进区域经济的发 展。许多学者在研究了政府在集群发展过程中的作用之后，认为政府应该在集群发 展中主要发挥间接作用，不直接干预集群企业的发展，尽量减少政府优先权的设置。 但是对于中央和地方如何分工合作共同促进集群的发展却存在模糊的认识。本文采 用理论演绎和案例研究相结合的方法。在研究分析前人对集群结构、资源和发展特 J性和集群政策理论的基础上，结合OECD各国和印尼等国的集群政策实践，提出中 央政府在集群的发展中应该主要发挥协调作用:一方面能够整合更多的资源来满足 集群发展的需要，另一方面协调集群与外部的各种联系;地方政府在集群的发展中 主要充当规划者和激发者的角色，克服集群发展中的障碍，激发集群中各主体之间 的网络关系，实现集群的竞争效应。中央和地方分工合作，它们通过与集群各主体 建设性的交流和合作，以集群为框架，整合科技政策、区域政策、外贸政策、金融 政策为集群发展做服务。 关键词:集群 集群政策 政府作用 中央政府 地方政府 Abstract Itisimpossibletodevelopeconomicwithoutthegovernmentstakingpartinand leading.Manypeoplehaveobservedthatwecouldpromoteimprovementofeconomicby promotingclusterdevelopmentdomesticandoverseasinrecentyears.Clusterpolicyisa systematicpolicytodeveloptheclusterspecifically.Theobjectofthepolicyistoform andstrengthenthenetworksinthecluster,thentoimprovetheaddedvalueofenterprises anddeveloplocaleconomic.Manyscholarsthinkthatthegovernmentshouldpromotethe clusterdevelopmentindirectlyandnotinterveneitsdevelopingdirectlyandnotset priority.Butitisstillvaguehowtodividethejobbetweenthecentralgovernmentandthe localgovernment.Thispaperusedthemethodofdeductionandcasestudy.Itconcluded thatthecentralgovernmentshouldbeacoordinator,ontheonehandwhocouldsatisfy theclusterwithmoresource,ontheotherhandwhocouldcoordinatethelinkagebetween theclusterandoutside;thelocalgovernmentshouldbeaplanerandfacilitatorofthe clusterwhocouldovercometheobstaclesandmotiveandactivethenetworksandrealize thepositiveeffectofclustering,bystudyingtheresultofothersaboutclusterstructure andsourcesandthetheoryofclusteringandclusterpolicyandthepracticeofIndonesia andOECDcountries.Thecentralgovernmentandlocalgovernmentshouldcooperate withtheclusterinitiatorsconstructivelyandservetheclusterbyconformingthescience technologypolicyandregionpolicyandforeign
