中文摘要 学习是生存的前提、发展的关键。中国特色社会主义实践的历史经验证明： 不断学习、善于学习，努力掌握和运用一切科学的新思想、新知识、新经验，是 党始终走在时代前列并引领中国发展进步的决定性因素。党的十七届四中全会决 定，把建设马克思主义学习型政党作为重大而紧迫的战略任务抓紧抓好。建设学 习型政党是中国现代化的战略选择，是中国共产党面对日益复杂的世情，深刻变 革的国情，不断变化的党情下如何保持本色、立于不败之地的深刻思考。本文以 中国共产党建设学习型政党研究为题。 首先，通过一般性介绍学习的重要性，分析学习型政党的理论基础即学习型 社会和学习型组织理论，并依据西方政党理论与马克思主义经典作家政党理论。 赋于学习型政党新的内涵及特征。 其次，经过梳理马克思主义政党学习的实践经验，赋予建设学习型政党的根 基。并通过价值审视，阐述建设学习型政党有助于变革党建思路，推进学习型社 会建设,永葆党的先进性，提升党的执政能力等意义。 最后，以前两部分为基础，依据党的十七届四中全会提出的建设学习型政党 的相关内容提出了四大战略要求与四大主要任务，并最终提出了实施措施。即建 设马克思主义学习型政党，必须科学武装求实效，用马克思主义中国化的最新成 果武装全党，反对弄虚作假，切实做到真学真懂真信真用，以求得实效；完善制 度求成效，通过建立健全学习约束激励机制、建立健全学习教育培训机制、建立 健全学习监督考评机制,从而完善制度，见到成效；创新模式求长效，通过建构学 习型思想政治教育模式、建构学习型基层党组织管理模式，以不断突破建设学习 型政党的行动模式，并以这三个措施为建设学习型政党的落脚点。 关键词：学习型组织与社会；学习型政党；实施措施 I Abstract study is the prerequisite for survival, development of the key.
