RESEARCH ON DECISION-MAKING METHOD OF BID FOR DIESEL-ELECTRIC LOCOMOTIVES ABSTRACT CSR Qishuyan Locomotive Rolling Stock Works is one of the leading profiles for the R D of diesel-electric locomotives within China, with receiving lots of tender offers for locomotives both home and abroad each year. It is impossible for the works to attend every tender offer, so is to quote the same price each time. How to sort and respond the information of tender offer successfully is becoming an urgent problem to solve for the Sales Dept. of the works. Actually, for each tender information, what kind of bidding decision-making will the works take is within the flowing seven scenarios. 1)Stand by; 2)Offer the highest quotation, which is 10% higher than usual; 3)Offer a higher quotation, which is 5% higher than usual; 4)Offer a slightly higher quotation, which is 2% higher than usual; 5)Offer a usual bidding. The quotation is the standard price for sale, i.e. cost plus necessary running expenses and profit; 6)Offer a slightly lower quotation, which is 2% lower than usual; 7)Offer a lower quotation, which is 5% lower than usual. How to take a scientific scenario mainly rests with seven factors concerning a tender, as showed below. 1)Method of payment; 2)Delivery date; 3)The familiarity of the tenderer for the project; 4)The amount of rivals; 5)The requirement of warranty; 6)The potential value of the tenderer; 7)The running status of the bidder.
