ESTIMATION,ANALYSIS,PREDICTIONANDSUGGESTIONSONTHETOTALHEALTHEXPENDITURESOFCHONGMINGCOUNTY,SHANGHAIABSTRACTChongmingcountyistheonlyonecountyunderjurisdictionofshanghaicity,locatedincoastalpartalongwestPacificoceanandentrancetoseafromChangjiangriver;BeingcomposedofChongming,Changxing,andHengshaisland.NowExcellentmedicalandhealthworkandeffectiveregionalmedicalandhealthplanaremainconstructioncontentsinecologicalislandarea,takingapositiveactiontoconstructmodernecologicalislanddistrict.Theresearchonwholeoutlayofmedicalandhealthworkdidn’tcarryoninChongmingcountyinthepast.Thusthebudgetofmedicalandhealthoutlayfrom2001to2005wasmadeinthepaper.ThedevelopmentstatusofChongmingmedicalandhealthwasestimatingandanalyzing,influencingfactorsoftotalhealthexpenditurewerediscussed,developmentaltrendfrom2006to2010waspredicted,inordertoprovideguidelinetomakingpoliciesforChongmingmedicalandhealthaftertime.Totalhealthexpenditurearecurrencyexpressionofmedicalandhealthresourcesraisedandpaidoutformedicalandhealthserviceinmedicalandhealthregionamongofonecountryorareainfixedperiod.Theresearchorigin,developmentandapplicationoftotalhealthexpenditurewerefirstreviewedinthepaper,toexpatiatesignificationonbudgetingChongmingmedicalandhealthtotalcost.Afterbudgetingandstatisticsofrelatingdata,theanalysisweremadetoobtaineddata,movingactualityofChongmingmedicalandhealthfundwerereceived.Amountofmedicalandhealthoutlayraisingmore,governmentbearingproportionandsocietybearingproportioninmedicalandhealthtotalfundwassmaller,theinvestsinmedicalandhealthtotaloutlayconcentratedinmedicalconsumption,theinvestsandinpublichealthservicewasnotenough,theordonnancestructureofmedicalandhealthresourceswereunbalance.TheinfluencingfactorsforChongmingmedicalandhealthtotaloutlaywerearguedbyanalyzingmethodsofmetrology,andsimpleequationinChongmingtotalhealthexpenditureandnationaltotaloutputvalue,theproportionofhealthprojectoutlayinmedicalandhealthtotaloutlay,andmedicalandhealthensuringcoveragepercentageweresetup.itwerepredictedandan
