华中科技大学硕士学位论文管法律法规的完善提出了建议，认为我国制定一部创业投资基本法是必要的，另外还应完善相关的法律法规；后指出我国创业投资监管应当采用集中监管与自律监管相结合的模式，并着重强调了在现阶段应充分发挥集中监管的作用。随后本章第三节对创业投资监管的制度安排——创业投资监管体系进行了探讨。笔者将监管体系分为政府的宏观监管，中介组织的中观监管，创业投资主体的微观监控，认为必须要充分发挥三者的作用，并有机配合，才能完成创业投资有效监管的目标。本章最后对我国创业投资监管法律责任进行了论述，认为应将民事责任、刑事责任和行政责任三者相结合构建起我国的创业投资监管法律责任体系，并应重点强调民事责任在其中应发挥的作用。 关键词：创业投资监管法律制度II 华中科技大学硕士学位论文AbstractAftertheWorldWarTwo,theventurecapitalindustrycameintoitsmodernformastheresultoftheformationofAmericanResearchDevelopment(ARD)foundedin1946.Then,especiallyinthe1980sand1990s,venturecapitalindustrymadeabigsuccessinAmerica,andwasintroducedbyBritain,Japanandtheothercountries.Now,Chinahasabsorbeditandpromoteditsdevelopmentzealously.Lawhasplayedanimportantroleinpromotingventurecapitalindustry.Analyzingthelegalrelationshipoftheparticipantsinventurecapitalindustryanddiscussinghowtoruleventurecapitalindustrybylawisthemaintopicofthisdissertation.Basedonthefieldofeconomicsandlaw,thethesistrytoresearchthenecessityofsupervisiontoventurecapitalindustry,thevalueofthelaw,theprincipleofsupervisiontoventurecapitalindustryandtheperfectionofthelawsystemofventurecapital,soastobehelpfultotheresearchinthelawofsupervisiontoventurecapital.Thethesisisdividedintofivechapters:Thefirstchapterexplorestherudimentaltheoryofventurecapital.Inthischaptertheauthorintroducestheconceptandlegalcharacteristicsofventurecapitalfirst,andexpoundthenecessityofventurecapital.Thentheauthorintroducescurrentsituationofourcountry’sventurecapital,whichpurposeistostrikeabasisforexpoundtionofthenextfourchapters.Thesecondchapterexploresthefoundationoftheoryofsupervisiontoventurecapital.Atfirst,theauthorusethelawinterpretationmethodtoanalyseconceptsofthesupervisionofventurecapitalandlegalsystemofsupervisiontoventurecapital.Then,theauthordiscussesthenecessityoflegalsupervisiontoventurecapitalfromtheanglesthatlimitationaboutventurecapitalindustryandthemainproblemofdevelopmentinChinaventurecapitalindustry.Thethirdchapterexploresthelegalsystemofsupervisiontoventurecapitalinabroad,
