内容提要 所谓终身雇佣制是指雇员和企业双方共同具有的一个默认的共识，即在没有 重大变故的情况下，企业不会开除员工，员工也不会主动辞职，直至退休。终身 雇佣制不仅是一种实际的做法，更是一种普遍认同的观念。 本文从历史角度考察了20世纪30年代初到40年代中期日本工厂的雇用方式， 通过分析二战时期战时统制经济体制下雇用方式出现的新变化，阐述了终身雇佣 制作为一种观念的出现和作为一种制度的形成过程。 本文认为认为终身雇佣制在早期 ((20世纪20年代中期到30年代末)仅仅是 企业经营管理中为确保熟练工人、技术工人而采用的一种常见的方法，但在战争 时期与统制经济结合起来，成为统制经济体制的一个有机组成部分，制度上得到 了发展。战后经济混乱中曾一度中断，20世纪50年代中期，终身雇佣制真正形成， 并在日本经济高速发展时期达到顶峰。 本文还提出了终身雇佣制形成的标准问题。终身雇佣制的形成经历了长期的 历史准备过程，单一的现象或政策只是终身雇佣制形成过程中的诸多因素或众多 条件之一，任何一个单一的现象或政策都不能作为判断终身雇佣制是否形成的标 准。故本文选择从观念形成、相应配套制度形成、现实层面形成三个方面入手， 在简要回顾二战前雇用方式变迁基础上，重点分析战时经济下在配套制度、观念 层面上出现的新变化，以及这些变化对战后终身雇佣制形成的意义。由此得出以 下结论:战时终身雇佣制并没有真正形成，而是在配套制度上为终身雇佣制的形 成做好了充分的准备，在观念层面上为其形成提供了一定的精神基础。 关键词:终身雇佣制、战时统制体制 Abstract Asoneoftheimportanteconomicsystems,lifetimeemploymentisnotonlythe lifetimerelationship,butalsoatacitconsensusbetweentheemployeesandthe employersinthelargeenterprises,whichmeanthattheemployerswillnotfrieany employeesexcepttheenterprisesgobankrupt,justastheemployeeswillnotresignuntil retirement.
