Abstract The development of industrial civization not only creates material wealth to the human but also throw the human into the crisis that they can’t extricate themselves form. The crisis mainly consists in seriously polluted environment, badly damaged resources, unbalanced ecological system and the increasingly serious global environmental problems. Especially since the seventies, a series of ecological crisis has appeared ,such as the global warming, soil and water loss ,destruction of the ozone layer, deforestation ,desertification basication, seriously polluted air and water, species extinction and so on, which has become the global problem of the human. This ecological crisis is a direct threat to the human survival and development, and industrial civilization crisis also deepens. They not only promote the development of ecological science and environmental science, but also promote the human ecological ethics view of industrial civilization to reflect the requirements of social transition, namely, industrial civilization to ecological civilization, emphasizing only ecological civilization can solve the contradiction in the industrial civilization, to solve the ecological crisis of industrial civilization. Ecological civilization society must require the ecological transition of environment law and ethical values, namely the requirement for environment law concept, orientation ,strategic , historic change, the transition of ethical values from Anthropocentrism to the harmonious development of man and nature. The research in this paper is guided by the Marx doctrine of historical materialism and ecological philosophy thought, discuss the construction of ecological civilization on environment law and environmental ethics of the new requirements,
