供依据。
第五部分是本文的重点所在，针对第四部分所提出的主要问题，结合我国目
前实际情况，笔者提出了完善我国地方政府行政问责制的双重路径：一方面，
从大的背景环境入手，逐步改善我国地方政府行政问责制运行的外部环境；另
一方面，运用微观视角，对我国地方政府行政问责制的各个构成要素进行逐一
优化。
