摘 要 当前，由于电信市场的开放和市场竞争的日益激烈，为了提高中国电信企 业的服务水平、降低成本、提高效益和客户满意度，电信企业必须对流程、组 织、运营机制进行一体化再造，以提升企业的竞争力。从 263网络集团近年的 发展来看，虽然公司在网络资源、客户数量、与主导电信运营商的关系方面具 有良好的基础，但是原有的组织结构、业务流程及运行机制，已不能及时适应 瞬息万变的市场与企业长远发展的需要。因此，对其组织结构、业务流程进行 再造，既是企业当前发展的实际要求，也是适应企业未来竟争的客观需要。 由于目前公司面临的外部环境与自身的内部条件发生了巨大变化，本文首 先阐述了进行组织变革的紧迫性与必要性。通过对公司现有组织结构、业务流 程的分析与评价，剖析了其存在的弊端以及对公司发展的负面影响，并在此基 础上，借助组织变革、企业再造以及电信运营支撑系统 ((OSS)的理论，对公司 未来的组织结构变革、业务流程再造的方向进行了探讨，提出了变革的具体方 案及其实施的政策建议和措施。具体措施包括:通过对组织结构的调整，组织 结构由职能式转变为事业部式，减少组织层次，共享资源;建立新的运营模式 - eTOM，进而对业务流程进行规范、优化、再造，建立涵盖从企业战略决策、 服务生命周期管理，到人力、财务、后勃保障的崭新的电信运营企业管理流程。 关键词:组织变革 流程再造 电信运营支撑系统 (OSS Abstract Fortheopenoftelecommarketandincreasingseveremarketcompetition,in ordertoimproveservicelevel,reducecost,increaseprofitandsatisfactionofclient, Chinesetelecomenterprisesnowhavetoreformitsstructure,flowandmechanismso astoimproveitscompetitiveability.Takingintoaccountallthedevelepomentstatus of263NetworkGroup,althoughshehasadvantageoffundamentalnetwork,client amountandgoodrelationshipwithdominatingtelecomoperationstosomeextent,the runningmechanismandoperationflowcannotmeettherapidchangingmarketand the long-term development of Group.Therefore,reforming structure and reengineeringoperationflowisveryurgent‘ Because263NetworkGrouphasahugechangeinworkingcircumstanceand theinternalcondition,thisthesiswillexpoundthenecessityandimminencyofthe structurereformin263NetworkGroup.Withtheanalysisandappraisementofthe currentstructureandtheoperationflowof263NetworkGroup,itanalysesthe existingdrawbackandtheimpactitbringsto263NetworkGroup,thenonthis base,usingthestructurereform theory andbusinessprocessreengineering theory,includingthetheoryofTelecom(OSS,OperationSupportSystem),thisthesis discussesonstructurereformandoperationflowreengineeringof263Network Group andsetforth thereengineeringprocesssmodel,measure.and countermove.Thematerialmeasuresareasfollows:Firstly
