天津开发区基础设施投融资体制改革的分析研究.pdf

摘 要 天津开发区在二十年的发展过程中，依靠政府主导型投融资体制，完成了大 量的基础设施建设，形成了良好的投资环境。但在可持续发展的新形势下，现行 投融资体制的弊端逐渐暴露出来。本文深入研究了天津开发区基础设施投融资现 状、存在的问题、改革的基本思路及运作方案，为深化基础设施投融资体制改革 提供了理论依据和切实可行的改革措施。 本文从分析基础设施的概念及基本特征、国内外基础设施投融资体制改革的 研究现状入手，对发达国家的基础设施投融资体制进行了对比分析，结合天津开 发区的实际情况指出了可借鉴之处。回顾了天津开发区基础设施投融资体制的三 个发展阶段，深入阐述了现行投融资体制存在的问题。针对现存的问题，运用项 目区分理论，借鉴发达国家的做法，提出了改革的基本思路。具体阐述了:现有 基础设施资产的划归方案，基础设施新建项目的投资经营方式，调整和完善基础 设施产品价格的运作方案;进一步完善利用外资的引资方案，积极拓展民间直接 投资方案，鼓励社会投资主体投资的优惠政策方案、政府投资基础设施项目的管 理方案等。 关键词:天津开发区 基础设施 投融资 体制改革 ABSTRACT Duringthedevelopingprogressinthepasttwentyyeas,TianjinEconomic -technologicalDevelopmentArea (TEDA)completedmany infrastructures dependingonthegovernment-orientedinvestmentandfniancesystem.
