摘 要 在国际经济学中，浮动汇率与固定汇率的选择问题一直贯穿于汇率理论的发展 历程之中。20 世纪 90 年代以来，国际经济不断显现出区域化合作趋势。特别是随 着欧洲货币一体化实践，北美自由贸易区经济一体化进程不断加速，以及东亚货币 合作与货币一体化问题被纳入议事日程，各国均开始逐渐认识到汇率制度的选择并 不是单纯的二选一问题，而货币一体化才是世界区域经济发展的趋势所在。于是我 们不禁要思考，在这样的国际经济形势下，单个国家如何判断是否应该加入货币区， 以及何时加入货币区才是最好的契机？若一国不适合加入货币区，它的最优汇率又 应该如何进行调整？ 本文建立了一个考虑理性经济人相对风险厌恶系数的小型开放经济模型。在该 模型中，厂商和工人都厌恶风险，并且工人对风险的厌恶程度高于厂商。在短期内， 工资是给定的或部分被指数化，资本市场是不完全竞争的。模型指出，政府的汇率 政策可被看做是一个风险分配装置－将由贸易冲击造成的产品价格变动所产生的 风险在厂商和工人之间进行分配。模型显示，当工人与厂商之间的风险厌恶程度差 别越大时，用以抵消纯贸易冲击所进行的汇率调整量将越小。当存在工资指数化， 该变化量会增大。当存在税收时，若政府对工人和厂商征税是顺周期的，该变化量 会减小。当垄断竞争时，该变化量会减小。本文模型为最优汇率变化量的设定理论 提供了一定的补充，并且在一定程度上说明了一国何时适宜与贸易同盟国组成货币 联盟。 关键词：汇率 相对风险厌恶系数 贸易冲击 货币联盟 I Abstract The choice between fixed and flexible exchange rates has long been an important issue in international economics. Since the 1990s, with the practice of European monetary integration and the acceleration of economic integration of NAFA, also with the consideration of East Asian monetary cooperation, more and more countries began to recognize that the choice of exchange rate policy was no longer a one out of two problem. The monetary integration has already become the world’s regional economic development trend. So we can not help think that in this international economic situation, how to judge whether individual countries should join the currency union, and when to join the currency area is the best opportunity?
